Yes, Quchi (LI 11) can be used to treat various diseases, especially the disorders of heat and excess nature.
To do acupuncture or traditional Chinese mediciine, usually a prescription is needed, which would contain not only one point, or one herb, but several ones in combination. I think it's nearly the same in western medicine.
So, for sure this point is good to deal with alone the disorders mentioned by you, but the combination with the others would enhance the therapeutic effect.
You are right, Xuehai should be SP 10, that's the misprinting.
