Should we use the same manipulation on every selected point?

On Part 2 Treatment of Common Diseases with Acupuncture as I noticed on every treatment that on every selected conditions we have to use the same manipulation on all points. For example:
" 3.4. Headache due to hyperactivity of liver yangPrinciples: To relieve stagnant liver qi, suppress wind and yang.
Methods: Select acupoints on the Gallbladder Meridian of Foot-Shaoyang, the Liver Meridian of Foot-Jueyin and the Kidney Meridian of Foot-Shaoyin to apply acupuncture, using the reducing manipulation.
Acupoints: Xuanlu (GB 5), Hanyan (GB 4), Taichong (LR 3) and Taixi (KI 3).
Notes: Since the hyperactivity of liver yang is usually accompanied by the attack of the upper part of the body by wind-heat along the Gallbladder Meridian of Foot-Shaoyang, symptoms like pain in the temporal region appear. Xuanlu (GB 5) and Hanyan (GB 4) are used to disperse qi in the Foot-Shaoyang Meridian.
Taichong (LR 3) helps purge fire and Taixi (KI 3) nourishes the kidney yin to benefit the liver and suppress the hyperactive Yang."
Wouldn't it be better to use the reinforcing manipulation for point Taixi to replenish the kidney yin?
Maybe I think wrong. Could you please explain?
