Dear Mr Pan,

I have a concern about the certificate and other documentation issued by Medboo upon graduation from your courses. For the certificate to be valid in my country it should have an [b:16bf20bea3]apostille[/b:16bf20bea3] stamp [b:16bf20bea3]or[/b:16bf20bea3] be [b:16bf20bea3]legalised[/b:16bf20bea3] by the consulate of our country in P.R. China.

[i:16bf20bea3]This is probably not an issue for the U.S. and Canada, for their authorities would normally ask for the transcripts to be sent to them directly by the issuing institution[/i:16bf20bea3]. However, this procedure is necessary for almost any other country in the world for the documents to be valid there.

Unfortunately, P.R. China (with the exception of Hong Kong and Macau) is not a member of the Hague Convention of 1961 (about the apostille stamp), so the only way for the certificate to be valid abroad is to be [b:16bf20bea3]legalised through the consulate[/b:16bf20bea3] of the country of its intended use.

From what I understand, the procedure in this case should be the following:

[u:16bf20bea3]Step 1[/u:16bf20bea3]. Certification of the Medboo certificate [b:16bf20bea3]or a photocopy of it[/b:16bf20bea3] by a notary office in China authorized to provide foreign-related services.

[u:16bf20bea3]Step 2[/u:16bf20bea3]. Authentication of the certificate [b:16bf20bea3]or its notarised photocopy[/b:16bf20bea3] by the Consular Department of the Ministry of Foreign Affairs (Suite 708, Prime Tower, No. 22, Chaoyangmen Wai Street, Beijing).

[u:16bf20bea3]Step 3[/u:16bf20bea3]. Legalisation of the certificate [b:16bf20bea3]or its photocopy[/b:16bf20bea3] in the consulate of the country of intended use in P.R. China.

Obviously, I cannot do these steps myself, as they all have to be done in Beijing. Therefore, I would really appreciate it if you could [b:16bf20bea3]inform me[/b:16bf20bea3] whether Medboo [b:16bf20bea3]can take care of this procedure[/b:16bf20bea3] (steps 1, 2, and 3) for my certificate before sending it to me upon my graduation, and how much would be your charge for these services.

The authentication fee of the Consular Department in China for civil certificates was 50 yuan in 2004 (I don’t know the actual fee), the legalisation fee of our consulate for educational documents is currently US $10 per document.

If you prefer, you can send me the information about [u:16bf20bea3]your fee[/u:16bf20bea3] for the services [u:16bf20bea3]not including the fees of the third parties[/u:16bf20bea3] (notary, Consular Department, consulate), and inform me about the [u:16bf20bea3]total amount[/u:16bf20bea3] to pay [u:16bf20bea3]when you know it[/u:16bf20bea3], possibly after the process is completed.

[b:16bf20bea3]Please reply me by e-mail or personal message if you feel this question is too particular and is not worth discussing in this forum.[/b:16bf20bea3]

Thank you.
