Dear R.T.,
Let's discuss yoru question of the Wei Phase.
That's a special way of differentiation of syndromes by which the febrile diseases are classified to 4 degrees, respectively affecting the Wei, Qi, Ying, and Blood. Here the Wei is more or less the equivalent to the exterior syndrome, but you don't have to worry about it. Please concentrate on the other indications of the herb.
In any sense, it's a stage of febrile diseases.
