Is it true that another method to obtain reinforcing and reducing effects is based on the time you retain the needle inserted? I mean: if you don't retain the needle, just few seconds, they say you obtain a reinforcing effect; otherwise the more you retain the needle, the more you produce a sedating effect. What do you think or know about this kind of opinion?

I don't think it's true!
No matter to reinforce or to reduce (sedate) you must obtain the arrival of Qi (De Qi), but in a very short time, how could you obtain this arrival of Qi?
Also to reinforce we need to make the patient relaxed, but the very short time how we can relax the patient?

Thank you for your answer. The mentioned opinion is from Dr. Jacques André Lavier - maybe from french school of acupuncture. The same method is indicated in the macrobiotics school by Ohsawa - japanese. But I think you are right: it is necessary to relax the patient and to wait for the Qi arrival!
