Ashi points, personally I think, are the ones with certain reactions in or quite nearby the loci of diseases, and I agree with what medboop said it's the earlist form or discovery of acupuncture!
Later, as the traditional Chinese medicine has developed, there has appeared a saying "Taking tender spots as the acupoints" which is universally accepted by acupuncture circle for long.
